BIDS CLOSE: FRIDAY, MAY 6, 2016, AT 10:00AM, LOCAL TIME
The City of Portage will receive sealed Bids for the Portage Skatepark at City Hall at the Portage Municipal Building, 115 West Pleasant Street, Portage, WI 53901 at the time and date stated above, at which time, all Bids will be publicly opened and read aloud.
The Work for which Bids are asked includes the following:
- City Contract Number – 16-30C04 – Portage Skatepark – The work includes the construction of the new 4,178 sq. ft. skatepark including excavation, cast-in-place concrete, skatepark features, yard restoration, and erosion control.
Bidders shall follow the required prequalification process identified in the bidding documents and shall submit their “Skatepark Specialty Pre-Qualification Packet” with their bid. The Packet includes the submittal of the following forms: Specialty contractor prequalification statement; Specialty contractor information; Current skate park project experience; Project experience in similar cold winter climates; and Head Concrete Finisher Resume. The Owner has the right to reject the bid of bidders not meeting the prequalification requirements.
Digital Bidding Documents are available at www.questcdn.com or www.generalengineering.net. You may download the digital documents for $20.00 by inputting project #4446310. An optional paper set is also available from the office of General Engineering Company, P.O. Box 340, 916 Silver Lake Drive, Portage, WI 53901. An 11 x 17 half size plan set, specification book and a CD can be obtained upon payment of a non-refundable fee of $55.00. Requests for paper plans are to be accompanied by the General Engineering Plan Request Form (PRF). The form is available on the company website or at its office.
Pursuant to Section 66.0903 of the Wisconsin Statutes, minimum wage rates to be paid on the Project shall be in accordance with the prevailing wage rate determination established by the State of Wisconsin, Department of Workforce Development. A copy of the wage rate determination is included in Section 00 73 46.10.
Bids must be accompanied by bid security in the form of a certified check or bid bond equal to five percent of the maximum bid price, payable to the Owner as a guaranty that if the Bid is accepted, the Bidder will execute the Contract Documents and furnish the required contract security. If the Successful Bidder fails to execute the Contract Documents and provide the required contract security within 15 days after the Notice of Award, the Owner may annul the Notice of Award and the Bid Security will be forfeited.
Bids may not be withdrawn within 60 days after the date of the bid opening. The Owner reserves the right to reject any or all Bids, and to award the Contract to the Bidder, who in the judgment of the Owner, will best serve the interest of the Owner.
